Since this internet security team is already in place (US-CERT), and is the operational arm of the National Cyber Security Division (NCSD) at the Department of Homeland Security (DHS), there is no obvious need for yet another appointed 'Czar'.

The ominous feature of these Czar's, is that they answer to no one...except the President. Congress has no control, input, or oversight, over their actions or decisions. This private army of dedicated Czar's is not what the Founding Fathers envisioned...and to now have one of these 'foot soldiers' watching the internet, is too darn scary!
